Remove aws-actions/configure-aws-credentials step which validates
against sts..amazonaws.com, incompatible with R2's "auto"
region. Instead pass AWS_ACCESS_KEY_ID, AWS_SECRET_ACCESS_KEY and
AWS_REGION directly as environment variables to the upload script.

Add CD-SETUP.md documenting the continuous deployment setup, including
GPG signing key management, Infisical Cloud integration, GitHub
repository configuration, and workflow details.
